Oh Raylan definitely wanted to be her dad and loved her more than anything... but his issues freaked him out at first. There's no other explanation. And the writers had to put that line ("since you haven't had a chance to do so yet...") in during 6.7 to confirm he had not seen her yet. It's pretty deliberate. I found the postmortems for season 6 on Yahoo TV, since the writer who did them left EW, but frustratingly she doesn't ever ask about his daughter. Maybe she was born without ovaries.
TO saying he could not relate at all to Raylan's behavior as a father pretty much confirms to me that Raylan was being a deadbeat dad (and makes me love TO more).

Think more of Raylan.....he was committed to Winona and a family life and she as she has done before pulled the rug out...first to Louisville and her sisters....then Miami and her mothers. How much is his heart supposed to endure? Each time she left his heart was broken. Even in the end she says come to me and be you but we all know she married Richard. Thing is his love for Willa was allowed to grow and be real. That may be the one love that is real and will last forever!!!!!!!

I don't think Raylan's relationship with Winona should have had any impact on him being there for Willa during the first few months of her life. Winona and Raylan's relationship was amicable and it's not as if she was keeping him from seeing Willa - in 5.01 A Murder of Crows, Winona asked Raylan if he was thinking of coming down to Miami to see them, and she made it clear that she wanted him to spend time with Willa.

Your point is very valid! Sadly guess he was afraid and it took months...the visit Winona made to Lexington might have been the turning point. The way he took her to work...the tenderness we got to see.

oh yes, we agree it was not for lack of love. Not in the least. Probably so much love that it freaked him out, not wanting to let her down. I'll speculate that he didn't want to go down to Miami because he was afraid of leaving her and having to go back to KY. But I'll forever bitch that the show just sort of ignored this major issue and psychological struggle he was going through.

But they gave us the Skype stuff...him watching her and those "talks" with Tim...classic Raylan/Tim banter!!!!!! Sort of replaced the Raylan/Art sex banter.
